Refinement of BursaTransport scoring

Following a notice from a BursaTransport member, we stopped qualifying with stars the behavior in contracts (if they created incidents or unpublished payment delays) for BursaTransport members with irrelevant activity (less than 3 stars for that type of activity).

In these cases you will see in contractual behavior: NOT APPLICABLE.
